Increases school building project grant percentages by 10 percentage points for projects approved on or after July 1, 2023, in municipalities designated as "inclusive municipalities" by the Department of Housing.

Defines "inclusive municipality" as a town with a population greater than 6,000 and less than 10% affordable housing units.

Requires inclusive municipalities to have adopted zoning regulations that promote fair housing, streamline multifamily housing (3+ units), permit mixed-use development, and allow accessory dwelling units.

Requires inclusive municipalities to have constructed new affordable housing units restricted to households at or below 80% of state median income, totaling at least 1% of the town's total housing units within three years preceding grant application.
