Repeals the population requirement limiting all-terrain vehicle seizure and forfeiture to municipalities with 20,000 or more residents, allowing all municipalities to seize and forfeit ATVs for ordinance violations.

Establishes penalty amounts for ATV ordinance violations: up to $1,000 for a first violation, up to $1,500 for a second violation, and up to $2,000 for a third or subsequent violation.

Allows municipalities to regulate the operation and use of snowmobiles and all-terrain vehicles, including designating hours and zones of use through local ordinance.

Permits seizure and forfeiture of ATVs to municipalities while protecting valid liens, leases, and security interests held by legitimate owners or creditors.

Takes effect October 1, 2021 and amends section 14-390(a) of the Connecticut General Statutes.
