HB 5736 Summary

• Adds a price preference of up to 10 percent for state contracts awarded to veteran-owned businesses, defined as businesses with at least 51 percent ownership by one or more veterans.

• Defines "veteran" as any person honorably discharged from, or released under honorable conditions from, active service in the armed forces, or with a qualifying condition who received a discharge other than bad conduct or dishonorable.

• Increases the price preference to up to 15 percent for veteran-owned micro businesses, defined as micro businesses with gross revenues not exceeding $3 million in the most recently completed fiscal year.

• Applies these preferences when the Commissioner of Administrative Services determines the lowest responsible qualified bidder in state contracting processes.

• Takes effect October 1, 2021 and amends section 4a-59(c) of the general statutes.
