Appropriates $67 million from the General Fund to the Department of Social Services, Department of Developmental Services, and Department of Mental Health and Addiction Services for fiscal year ending June 30, 2022.

Appropriates $51 million from the General Fund to the same three departments for fiscal year ending June 30, 2022.

Requires future appropriations of $54 million for fiscal year 2024, $34 million for fiscal year 2025, and $35 million for fiscal year 2026 to increase funding for nonprofit health and human services providers.

Aims to leverage significant federal matching funds over the five-year funding period.
