Amends title 10 of the general statutes to require the Commissioner of Education to develop and implement state-wide protocols during a declared public health or civil preparedness emergency by the Governor.

Requires the Commissioner of Education to work in conjunction with the Commissioner of Public Health and Secretary of the Office of Policy and Management to design protocols preventing transmission of infectious and communicable diseases in school buildings.

Mandates protocols include cleaning of school buildings and upgrading or retro-commissioning of heating, ventilation, and air conditioning projects.

Requires the Commissioner of Education to apply to the United States Department of Education for a waiver from federal student assessment requirements during a public health emergency.
