Amends Connecticut general statutes titles 10 and 10a to guarantee students at public schools, colleges, and universities the right to exercise freedom of speech and assembly.

Prohibits discrimination or penalties against students based on religious or political content of their expression or publications.

Carves out exceptions where student expression may be restricted if it is obscene to minors, libelous, slanderous, or incites students to create clear and present danger of unlawful acts.

Also permits restriction of expression that violates school regulations or materially and substantially disrupts the orderly operation of the school.
