Expands the definition of "voter registration agency" to include the Department of Social Services, Labor Department, Department of Emergency Services and Public Protection, and the Connecticut Health Insurance Exchange, effective January 1, 2022

Requires voter registration agencies to implement electronic systems approved by the Secretary of State for processing voter registration applications, with the ability to verify eligibility through federally approved identity verification programs

Mandates automatic transmission of voter registration applications to local registrars when an agency determines a person applying for services meets all elector eligibility requirements, unless the person declines to register

Prohibits agencies from offering voter registration through the electronic system to non-U.S. citizens; requires citizenship attestation when citizenship status cannot be independently verified

Presumes any removal from a political party enrollment list resulting from the automatic registration process was unintentional, allowing restoration upon notification to local registrars
