Repeals and replaces Section 1-6 of the general statutes effective October 1, 2021 to establish conditions for adopting Atlantic standard time in Connecticut.

Maintains current Eastern Standard Time (based on the seventy-fifth meridian west of Greenwich) with daylight saving time from the second Sunday in March to the first Sunday in November as the default standard.

Requires the Governor to apply to the United States Secretary of Transportation for a time zone change to Atlantic standard time once Massachusetts, Rhode Island, and New York enact legislation adopting Atlantic standard time.

Converts Connecticut's official time to Atlantic standard time only upon federal approval of the Governor's application to the Secretary of Transportation.
