Creates statutory liability for the state when state-owned trees fall wholly or partially onto private property, limiting liability to actual removal costs by a licensed arborist

Exempts licensed arborist reimbursement claims from the Office of the Claims Commissioner's jurisdiction under section 4-142 of the general statutes

Allows licensed arborists to directly submit removal cost claims to the state Department of Transportation for reimbursement

Requires the state Department of Transportation to revise its Vegetation Management Guidelines to reflect state responsibility for removal costs of fallen state-owned trees
