Amends Connecticut General Statutes Section 31-56b(a) to require public entities to evaluate and determine the effects of project labor agreements before requiring them for public works projects.

Public entities must consider six specific factors: efficiency and costs, workforce availability, prevention of construction delays, safety and quality, advancement of minority and women-owned businesses, and community employment opportunities.

Changes the standard from "may consider" to "shall consider" these factors, making the evaluation mandatory rather than discretionary.

Requires public entities that elect to use a project labor agreement to make their analysis and determination available to the public.
