All congregate long-term care facilities must develop and submit infectious disease outbreak plans for approval to the Department of Public Health, Mental Health and Addiction Services, or Developmental Services, as appropriate

Plans must be customized to each individual facility and based on national best-practice standards for infection control

Plans must include both clinical and administrative components documenting how the facility will secure supplemental or replacement staff during emergencies

Requirements apply to staffing reductions caused by infectious disease outbreaks as well as other emergent or non-emergent situations affecting staffing capacity

Facilities must also document procedures for providing orientation to temporary staff brought in during these situations
