Amends the definition of "Institution" under section 19a-490 to include the hospital and psychiatric residential treatment facility units of the Albert J. Solnit Children's Center as exceptions to the general exclusion of state-operated mental health and substance use disorder facilities (effective April 1, 2022).

Creates a new definition of "Psychiatric residential treatment facility" as a nonhospital facility with a Department of Social Services provider agreement offering inpatient services to Medicaid-eligible individuals under age twenty-one (effective April 1, 2022).

Requires the Commissioner of Public Health to adopt regulations for licensure of the psychiatric residential treatment facilities at the Albert J. Solnit Children's Center in accordance with chapter 54 of the general statutes (effective upon passage).

Allows the Commissioner to implement interim policies and procedures for licensure while regulations are being adopted, provided notice of intent is published within twenty days and procedures are consistent with proposed regulations, remaining valid until final regulations are adopted.
