Repeals and replaces Section 21a-418 of Connecticut General Statutes, effective July 1, 2021, governing online sales and delivery of electronic nicotine delivery systems and vapor products.

Requires dealers with electronic nicotine delivery system certificates to verify consumer age at time of sale by requesting a valid motor vehicle operator's license, valid identity card, or using a commercially available third-party age verification database.

Mandates that the consumer's name on their identification or verified database record must match the name on the payment method used for purchase at the time of sale.

Requires all shipping containers to display a conspicuous label stating "CONTAINS AN ELECTRONIC NICOTINE DELIVERY SYSTEM OR VAPOR PRODUCT—SIGNATURE OF A PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY."

Limits dealers to selling or shipping no more than two vapor products and thirty cartridges of electronic cigarette liquid to any consumer in the state within a thirty-day period, and requires signature from someone age 21 or older at delivery.
