Increases regionalization bonus for new construction or renovation school building project grants from 10% to 15% for all towns establishing or expanding a regional school district under section 10-285a of the general statutes.

Increases the regionalization bonus to 20% if two or more towns establishing or expanding a regional school district are distressed municipalities as defined in section 32-9p.

Creates a new regionalization bonus grant under chapter 172 for any distressed municipality that establishes a regional school district equal to 50% of the projected state savings achieved over the initial ten-year period.

Requires the regionalization bonus grant to be paid out during the first two fiscal years following establishment of the regional school district.
