Defines nonstate entities as serving a governmental function if they have state officials, appointed government representatives, or quasi-public agency members on their boards; expend public funds; or receive public funds for operations, effective July 1, 2021.

Designates persons appointed by General Assembly members, state-wide elected officers, or the Governor to serve on boards of non-state entities that serve governmental functions as the functional equivalent of public agencies subject to Freedom of Information Act and ethics codes.

Expands the definition of "public official" in section 1-79 to include board members of nonstate entities serving governmental functions who are appointed by legislative or executive officials.

Amends the definition of "public agency" in section 1-200 to include any entity serving a governmental function as defined in the act, making such entities subject to open records and ethics requirements.

Applies all amendments effective July 1, 2021, modifying sections 1-79(11) and 1-200(1) of the general statutes.
