Amends Section 9-135 to clarify that absentee voting eligibility applies when a voter cannot appear "on the day of" a primary, election, or referendum, rather than "during the hours of voting"

Removes COVID-19 as a specific qualifying reason for absentee ballot eligibility, which had been added temporarily for the 2020 state election

Expands the definition of election officials eligible for absentee voting to explicitly include town clerks, registrars of voters, and their staff working at polling places other than their own

Updates the required statement on absentee ballot inner envelopes to reflect the revised eligibility reasons and removes the COVID-19 provision
