Prohibits displaying a photograph, video, illustration, or other clearly identifiable image of a candidate in any electioneering communication with intent to deceive viewers and influence election or primary outcomes.

Makes violations of this prohibition subject to criminal penalty.

Amends Title 9 of the Connecticut General Statutes to establish this restriction.
