• Expands the address confidentiality program to include persons named in protective or restraining orders issued by Connecticut courts, in addition to victims of family violence, sexual assault, stalking, or injury to minors.

• Requires municipalities to redact or omit the residential addresses of program participants from all online municipal records upon presentation of a certification card to the town clerk.

• Town clerks must establish procedures for posting land records online that comply with the redaction requirements and provide public notice of records that may have been redacted.

• Exempts marriage records and voter registry lists from the address redaction requirements, which remain subject to separate statutory provisions.

• Requires the Secretary of the State to notify town clerks of certification cancellations so municipalities can restore full address information to online records when a participant's protected status ends.

• Effective date: October 1, 2021.
