Repeals and replaces section 21a-190a of general statutes, effective January 1, 2022, to define terms related to charitable solicitation including "charitable organization," "solicit," "contribution," "paid solicitor," "fund-raising counsel," "commercial coventurer," and related definitions.

Requires all charitable organizations not exempted by section 21a-190d to annually register with the Department of Consumer Protection prior to conducting solicitations, with a nonrefundable application fee of $50.

Registration applications must include a registration statement, annual financial report for the preceding fiscal year, and an audited financial statement certified by an authorized officer as true and correct.

Establishes a late fee of $25 per month (or part thereof) for organizations that fail to register on time; the commissioner may waive or reduce fees for good cause.

Requires registered charitable organizations to disclose their registration number and the percentage of prior calendar year funds that directly funded their charitable purpose when soliciting or upon request, and display the registration number conspicuously on printed advertisements.
