Allows part-time professional employees of Connecticut's public higher education system to elect participation in the state group hospitalization and medical/surgical insurance plan, with employees paying their own premiums.

Requires the Comptroller to include part-time faculty in the state insurance plan if they elect coverage and have taught at least 90 credit hours in aggregate during the preceding 10 academic years at any Connecticut State University.

The state shall pay the portion of premiums for eligible part-time faculty on the same terms offered to part-time employees who teach 9 or more credit hours per semester.

Takes effect July 1, 2021 and amends General Statutes Section 5-259c.
