Establishes the "Learn Here, Heal Here" program administered by the Commissioner of Economic and Community Development to provide homebuying incentives for psychiatrists who graduated after January 1, 2022, from accredited medical schools in the U.S. or Canada and accept patients with any medical insurance including HUSKY Health.

Allows qualifying psychiatrists to segregate up to $2,500 annually in income tax liability into a dedicated homebuyers account for up to ten years following medical school graduation, with a maximum of $1 million total per calendar year and 40 new participants accepted annually.

Participants may withdraw accumulated segregated funds within ten years of graduation to use as a down payment on their first home in Connecticut.

Imposes a declining repayment obligation if a participant moves out of state: 100% within one year, 80% within two years, 60% within three years, 40% within four years, and 20% within five years of receiving payment, with no repayment obligation after five years.

Establishes a separate nonlapsing account within the General Fund to hold segregated tax amounts, with the State Treasurer investing proceeds and crediting investment earnings to the General Fund; requires public education program for medical school graduates beginning January 1, 2022.
