Department of Housing shall aggregate data on existing federal and state housing programs to analyze their impact on economic and racial segregation, including housing development programs, affordability initiatives, low-income housing tax credits, and rental assistance.

Department shall use measurement tools such as the dissimilarity index and five dimensions of segregation used by the United States Bureau of the Census when collecting and analyzing data.

Commissioner of Housing must submit a biennial report to the joint standing committee on housing, beginning no later than January 1, 2022, summarizing findings and recommendations based on collected data.

Effective upon passage with appropriations available to the Department of Housing.
