Amends title 38a of Connecticut general statutes to prohibit health insurers, health care centers, fraternal benefit societies, hospital service corporations, and medical service corporations from using dollars-per-quality adjusted life year (QALY) measures or similar metrics as a threshold for coverage decisions.

Applies prohibition to decisions about whether to cover or recommend health care services, or to establish or modify incentive or reimbursement programs.

Covers all entities that deliver, issue for delivery, renew, amend, or continue health insurance policies in Connecticut.

Prevents the use of cost-effectiveness thresholds based on quality-adjusted life year calculations in health insurance coverage determinations.
