Amends section 38a-477d of Connecticut General Statutes to regulate health insurer explanations of benefits (EOBs)

Requires health insurers delivering, issuing, renewing, amending or continuing health insurance policies in Connecticut to issue EOBs to consumers in certain circumstances

Requires health insurers to disclose information concerning explanations of benefits to consumers

Requires that explanations of benefits be maintained as confidential in certain circumstances
