Establish the ConnectHealth Program, ConnectHealth Trust Account, and ConnectHealth Advisory Board to create a public health care option in Connecticut.

Require the Comptroller, in consultation with the ConnectHealth Advisory Board and Office of Health Strategy, to establish and operate the ConnectHealth Plan.

Authorize the Comptroller to offer health coverage to multiemployer plans, nonprofit employers and their employees, and small employers and their employees in Connecticut.

Require the Commissioner of Social Services to seek amendments to the federal waiver for the state-wide dental plan to expand dental coverage under the department's medical assistance program to additional individuals in the state.
