Amend Connecticut General Statute Section 5-278 to make state general statutes, special acts, and state agency regulations prevail over collective bargaining agreement terms and arbitration awards.

Amend Connecticut General Statute Section 7-474 to establish hierarchy where municipal charters, ordinances, rules, and regulations take precedence over collective bargaining agreements.

Preserve collective bargaining agreement terms only for matters related to hours of work for police and firefighters, and coverage under the Connecticut municipal employees' retirement system or Policemen and Firemen Survivors' Benefit Fund.

Establish that state and municipal laws take priority in resolving conflicts with collective bargaining agreements, except in the specific areas of police and firefighter work hours and retirement benefit coverage.
