Amends Connecticut General Statutes section 31-308a to extend the maximum duration for receiving permanent partial disability benefits from 520 weeks to 780 weeks.

Increases the benefit multiplier from one times the duration of disability to up to five times the duration of disability, allowing eligible employees to receive benefits for longer periods.

Grants the commissioner authority to determine whether an employee's disability is substantial enough to qualify for extended benefits beyond the original prescribed duration.
