Increases the number of chairpersons on the Autism Spectrum Disorder Advisory Council from two to three, effective July 1, 2021.

Designates the Commissioner of Social Services (or designee) as one chairperson, with two additional chairpersons elected by council members.

Requires the two elected chairpersons to be either a person with autism spectrum disorder, a parent/guardian of a child with autism spectrum disorder, or a parent/guardian of an adult with autism spectrum disorder.

Maintains the requirement for the council to meet at least four times per year and make its own rules for conducting affairs.

Specifies that council members serve without compensation.
