Establishes a task force to study the feasibility of allowing absentee ballot applicants to use a single envelope instead of two, including identification of necessary statutory amendments, with a report due by January 1, 2022.

Creates a working group led by the Secretary of the State to examine risk-limiting audit methods for election accuracy, oversee a pilot program in 5-10 municipalities for 2021 municipal elections, and submit findings by January 31, 2022.

Amends section 9-374 of the general statutes to extend the deadline for minor parties to file party rules governing candidate nominations from 60 days to 180 days before nomination.
