Eliminates the requirement for State Properties Review Board approval of amendments to total cost basis construction contracts, effective October 1, 2021.

Amendments that remain within the scope and character of the original project may be approved solely by the commissioner without board review.

Maintains the requirement for State Properties Review Board approval for initial total cost basis construction contracts before they are entered into.

Total cost basis contracts cover new facilities, mechanical or electrical equipment installation in existing facilities, and facility demolition, with project costs clearly stated and maximum costs specified.

Contracts exceeding $500,000 must be awarded to prequalified contractors in accordance with section 4a-100.
