Prohibits municipalities and local governments from enacting ordinances, regulations, or rules that limit public beach access based on town residency, even when capacity concerns exist

Bans fee structures or access systems that disparately impact visitors based on whether they are town residents or non-residents

Caps municipal beach parking and access pass fees at no more than what the state charges for access to state public parks
