Requires producers of gas cylinders, tires, and smoke detectors to join stewardship organizations by July 1, 2022 and submit plans to the Commissioner of Energy and Environmental Protection for state-wide collection and recycling programs

Stewardship programs must provide free collection of discarded products from municipal transfer stations, retailers, and other covered entities, with producers financing end-of-life management and recycling

Prohibits point-of-sale fees to consumers for gas cylinder and smoke detector programs; stewardship organizations must cover program costs through producer fee structures not exceeding actual operational costs plus reserves

Commissioner may assess administrative fees up to 10% of total program costs to stewardship organizations and has 90 days to approve or disapprove submitted plans

Producers who fail to participate in their respective stewardship program are prohibited from selling or offering their products for sale in Connecticut; programs must submit annual reports by October 15th and undergo audits every three years
