HB 6402 Summary

• Requires Board of Regents and UConn Board of Trustees to develop guidelines by July 1, 2016 (later updated to July 1, 2022) for awarding college credit for military training and coursework, with institutions reviewing and updating policies every five years starting July 1, 2022.

• Establishes a task force to study costs and benefits of creating a Postsecondary Prison Education Program Office within the Department of Correction, with report due by January 1, 2022.

• Requires each institution of higher education to establish campus mental health coalitions by January 1, 2022, conduct assessments of mental health services, and adopt campus-wide policies on student mental health including leave of absence protocols and crisis resources.

• Eliminates graduation fees for students at regional community-technical colleges, Connecticut State University System institutions, Charter Oak State College, and University of Connecticut, effective July 1, 2021.

• Permits student athletes beginning September 1, 2021 to earn compensation through endorsement contracts and employment unrelated to intercollegiate athletics and to obtain legal representation, provided they comply with institutional policies and do not use institutional marks or interfere with team activities.
