Delays the Connecticut Open Educational Resource Coordinating Council's first annual report from January 1, 2021 to February 1, 2022, with annual reports thereafter.

Requires annual reports to the joint standing committee on higher education to include the number and percentage of high-impact courses with open educational resources developed, the degree institutions promote such resources, grant amounts awarded and resources developed, and recommendations for statutory amendments.

Adds the Connecticut Open Educational Resource Coordinating Council to the list of entities exempt from appropriations lapse provisions under section 4-89 of the general statutes, allowing funds to carry over to the next fiscal year.

Takes effect on July 1, 2021 and amends Connecticut General Statutes sections 10a-44d(g) and 4-89(f).
