Allows spouses of active duty military members assigned to Connecticut installations to obtain occupational or professional licenses if they hold valid licenses in at least one other state.

Requires applicants to have held their out-of-state license for not less than two years and be in good standing with no revoked licenses, pending complaints, or voluntary surrenders while under investigation.

Requires applicants to pass any examinations required of other applicants, satisfy background or character and fitness checks, and pay all applicable fees.

Makes licensees subject to Connecticut state laws and the jurisdiction of the overseeing state department.

Allows department heads to deny licenses if they determine denial is in the best interest of the state, effective October 1, 2021.
