Moves the Office of Consumer Counsel from the Department of Energy and Environmental Protection to the Office of the Attorney General for administrative purposes only, effective July 1, 2021.

Maintains the Office of Consumer Counsel's independence and authority to advocate for consumer interests regarding public service companies, electric suppliers, and telecommunications providers.

Preserves the Office's right to appear and participate in all regulatory and judicial proceedings, federal or state, affecting Connecticut consumers and utility services.

Requires the Office of Consumer Counsel to be a party to each contested case before the Public Utilities Regulatory Authority and permits it to appeal regulatory decisions regardless of participation level.

Exempts attorneys employed by the Office of Consumer Counsel from paying specified court fees, consistent with other state agencies listed in statute 52-259a.
