Replaces "biodiesel blend" requirements with broader "low-carbon fuel blend" standards meeting federal Renewable Fuel Standard Program requirements with at least 50 percent lifecycle greenhouse gas emissions reduction.

Establishes phased implementation schedule requiring: 5 percent low-carbon fuel blend by July 1, 2022; 10 percent by July 1, 2025; 15 percent by July 1, 2030; 20 percent by July 1, 2034; and 50 percent by July 1, 2035.

Removes conditional language requiring New York, Massachusetts, and Rhode Island to adopt similar standards before implementation takes effect.

Authorizes Commissioner of Energy and Environmental Protection to temporarily waive requirements if supply is inadequate or compliance would cause financial hardship to consumers.

Requires Commissioner to adopt regulations by July 1, 2022 mandating retailers disclose the percentage of low-carbon fuel blend in home heating oil delivered to consumers.
