Commissioner of Energy and Environmental Protection shall conduct a study on establishing a municipal energy security authority to design, fund, supply, install, and service municipal microgrids within Connecticut.

Study shall evaluate microgrids' ability to achieve energy security, affordability, resilience, carbon reduction, critical infrastructure security hardening, and local workforce development in coordination with federal energy security policies.

Commissioner must submit study findings to the joint standing committee on energy by January 15, 2022.

Effective date is July 1, 2021.
