Eliminates state recovery of cash assistance and medical assistance payments from property, estates, and assets valued at $250,000 or less, unless federal law requires such recovery

Requires the state to release any existing liens or certificates filed prior to July 1, 2021 on property valued at $250,000 or less if recovery is not federally mandated

Applies to beneficiaries of multiple programs including state supplement, medical assistance, temporary family assistance, aid to families with dependent children, and state-administered general assistance programs

Exempts individuals who received cash benefits as minors (under age 18) from liability to repay the state for such assistance

Effective date of July 1, 2021, amending nine sections of Connecticut general statutes related to liens, estate claims, and public assistance recovery
