Amends voting requirements for establishing water quality districts in lakes located solely within a town to require approval by both voters and real property owners in the affected area, rather than voters alone.

For referendums on proposed water quality districts, requires a majority vote of both voters and property owners (instead of two-thirds of voters) to approve establishment and reconvene the meeting.

When approving a petition for a water quality district, requires majority approval from both voters and property owners to name the district and choose officers, instead of two-thirds voter approval alone.

Removes "fire, sewer or" language from district definitions in Section 7-6, clarifying that voting requirements apply to specific types of districts as defined in Section 7-324.

All changes are effective October 1, 2021 and amend Connecticut General Statutes Sections 7-6, 7-324, and 7-325.
