HB 06430 - Housing Authority Jurisdiction

• Establishes two types of housing authority areas of operation: municipal area (the municipality where created) and expanded area of operation (high or very high opportunity census tracts within 10 miles of the municipality, if adopted by the authority).

• Prohibits housing authorities from establishing or maintaining police forces in expanded areas of operation, limiting police force jurisdiction to the municipal area only.

• Prohibits housing authorities from using eminent domain in expanded areas of operation, restricting this power to the municipal area.

• Allows regional housing authorities created by two or more municipalities to operate across those municipalities, provided neighboring municipalities agree by resolution to the area expansion.

• Effective October 1, 2021, with amendments to multiple sections of Connecticut General Statutes governing housing authority definitions, powers, and operational jurisdiction.
