Summary of Substitute House Bill No. 6441 (Public Act No. 21-115)

• Municipalities may establish stormwater authorities to develop and implement stormwater management programs, including construction of control systems and public education, with fees approved by the legislative body subject to a 15% cap on hospital properties until July 1, 2026.

• Flood prevention, climate resilience and erosion control boards are authorized to plan, construct, and maintain flood prevention systems and nature-based measures, with funding options including bonds, taxation, special assessments, and drawing on a municipal Climate Change and Coastal Resiliency Reserve Fund.

• Establishes the Connecticut Green Bank as a public instrumentality to finance and support clean energy and environmental infrastructure projects through the Clean Energy Fund and a new Environmental Infrastructure Fund.

• Increases authorization limits for the Connecticut Green Bank's special capital reserve fund from $100 million to $250 million and extends bond maturities to 50 years for environmental infrastructure projects.

• Expands definitions and authorities across multiple statutes to incorporate climate resilience language and nature-based solutions alongside traditional flood and erosion control infrastructure.
