Requires zoning commissions to allow outdoor food and beverage service as an accessory use for licensed food establishments, including on sidewalks, parking spaces, and abutting lots until at least 9 p.m.

Permits electronic transmission of meeting notices and Freedom of Information Commission communications; allows town meeting participants attending remotely to vote if the moderator can see, hear, and authenticate their eligibility
