Authorizes the Mashantucket Pequot Tribe and Mohegan Tribe of Indians of Connecticut to each operate one skin for online sports wagering, one skin for online casino gaming, and fantasy contests, with physical presence requirements for wagering and contest participation.

Permits the Connecticut Lottery Corporation to operate up to 15 retail sports wagering facilities, one online sports wagering skin, fantasy contests, keno, and online lottery ticket sales, subject to licensing and regulatory oversight by the Department of Consumer Protection.

Establishes licensing requirements and fees for online gaming operators ($250,000 initial / $100,000 annual), online gaming service providers ($2,000 initial / $2,000 annual), sports wagering retailers ($20,000 initial / $20,000 annual), key employees ($200 initial / $200 annual), and occupational employees ($50 initial / $50 annual).

Imposes tax obligations requiring master wagering licensees to pay 18-20% of online casino gaming gross revenue, 13.75% of sports wagering gross revenue, and 13.75% of fantasy contest gross receipts to the state's General Fund.

Requires $500,000 annual contributions from each master wagering licensee to problem gambling treatment programs and mandates responsible gambling protections including age verification, self-exclusion options, spending limits, and prohibitions on wagering by athletes, coaches, and team owners.
