Department of Social Services must determine rates for home health care and home health aide agencies, with authority to annually modify fee schedules to ensure cost neutrality and patient access when converting to an administrative services organization.

Expands ordering authority for home health care services to include physician assistants and advanced practice registered nurses, in addition to physicians, including those licensed in bordering states.

Requires Medicaid coverage for audio-only telehealth services when clinically appropriate, audiovisual services are unavailable, and the patient cannot access audiovisual telehealth; telehealth services must be reimbursed at the same rate as in-person services.

Permits telehealth providers to deliver services from any location, subject to federal compliance requirements.

Authorizes the Commissioner of Social Services to waive or suspend prior authorization and utilization review requirements for the Connecticut medical assistance program, with 14-day advance notice to providers.
