Establishes a public-private partnership advisory council to study and recommend cost-efficient delivery of human services and fraud deterrence in services provided by the Departments of Social Services, Developmental Services, Children and Families, and Mental Health and Addiction Services.

Council membership includes two nonprofit human services representatives appointed by the House Speaker, two appointees by the Senate President Pro Tempore, one each from House and Senate majority and minority leaders, four state commissioners or designees, two Governor appointees, and the Secretary of the Office of Policy and Management or designee.

Requires all council appointments within 30 days of enactment and first meeting within 60 days; the Council on Women, Children, Seniors, Equity and Opportunity provides administrative staff support.

Mandates the advisory council submit a report by November 1, 2021 to relevant legislative committees with recommendations on state-administered human services that could be provided through public-private partnerships on a cost-efficient basis; joint standing committees must hold a public hearing within 30 days of receiving the report.

Allows the four state department commissioners to contract for human service delivery through public-private partnerships recommended by the advisory council, subject to existing contracting statutes; the advisory council terminates on January 1, 2022.
