Commission on Human Rights and Opportunities must issue a request for proposals within 90 days of the bill's effective date to conduct a disparity study, in consultation with the Department of Administrative Services.

Firms responding to the request for proposals must submit by a deadline of 60 days from issuance, and the commission must select a contractor by January 1, 2022.

Study shall analyze the state's set-aside program under section 4a-60g to determine if it achieves goals of facilitating small contractor and minority business enterprise participation in state contracts.

Study must examine: (1) statistical evidence of past or continuing discrimination in state contract awards; (2) number of qualified small contractors and minority-owned businesses; and (3) state contracting processes for unintentional barriers preventing participation.

Executive director of the Commission on Human Rights and Opportunities must submit study findings and legislative recommendations to the joint standing committees on government administration and labor.
