Commissioner of Motor Vehicles shall issue special registration marker plates to veterans and armed forces members who received a combat service ribbon and medal, bearing the words "(Name of War) Veteran" and the image of their combat service ribbon and medal.

Plates must be requested by eligible veterans, defined as those honorably discharged or released under honorable conditions, or those with a qualifying condition and a discharge other than bad conduct or dishonorable.

Requests must be accompanied by proof from the Department of Veterans Affairs that the person served in the armed forces during a period of war as defined in section 27-103 of the general statutes.

The Commissioner shall charge a fee covering the entire cost of making the plates in addition to standard vehicle registration fees, with plates expiring and renewing under normal registration procedures.

Surviving spouses of veterans issued these plates may retain them for life or until remarriage; armed forces members dishonorably discharged must return plates within 30 days and are ineligible for renewal.
