Connecticut Hydrogen and Electric Automobile Purchase Rebate Board must study ways to ensure equitable distribution of rebates for battery electric vehicles, plug-in hybrid electric vehicles, fuel cell electric vehicles, electric bicycles, and used hydrogen vehicles.

Study must examine how other states administer similar rebate programs and consider targeting areas most impacted by vehicle pollution.

Board must submit study results to the joint standing committee on transportation by February 1, 2022.

Rebate program provides at least $3 million annually to Connecticut residents who purchase or lease qualifying electric vehicles or bicycles, or purchase used hydrogen vehicles, from January 1, 2020 through December 31, 2025.

Board shall establish rebate levels and maximum income eligibility requirements, and evaluate the program annually.
