Repeals prior autonomous vehicle pilot program and establishes new program for testing and operating automated driving system (ADS)-equipped vehicles on Connecticut highways, effective July 1, 2021.

Requires Commissioner of Transportation, in consultation with relevant state officials, to establish program requirements by January 1, 2023, including regulations for applications, safety plans, and approval criteria.

Mandates owners of ADS-equipped vehicles maintain $5 million minimum liability insurance or surety bond and obtain federal safety certification when required before testing or operating on highways.

Specifies that when ADS is engaged, the automated driving system acts as the operator and does not require an operator's license, while the vehicle owner remains responsible for ensuring compliant operation within the manufacturer's operational design domain.

Requires ADS-equipped vehicles involved in crashes to achieve minimal risk condition and remain at scene, with owner responsible for immediately reporting to law enforcement and providing vehicle registration, insurance, and crash details upon request.
